maybe ipfw is easier to configure because it basically uses shell script

maybe they opted to use pf to have a complete package for packet filtering (ipfw relies on external programs afaik, may be wrong)

Ipfw is awesome because its configurable by shell script, yeah. You can easily configure tables, dummynet etc.
