I was asking if the command you provided actually updates (or upgrades, if that makes you more at ease) the packages themeselves, and not just syncing the list itself.
In other words, the difference between sudo apt update and sudo apt upgrade.
Or as the original topic was... The difference between sudo pacman -Syy and sudo pacman -Syyu
AFAIK, running that will actually upgrade packages, not just sync the list, which was the goal.

Also why would you just update the lists without then upgrading the packages? or forcing to keep the current lists with --cache-only instead of downloading them if new? :P

I don't think it'll ever be the year of the Linux desktop just because of how it's implemented, and the difficulties justifying feature sacrifices for ideological reasons.
