64-bit Linux runs fine with 2 GB of RAM, but you have to be careful not to use a Gnome-based DE and you also have to use a Webkit-based browser. (Nothing Chromium based and Firefox should preferably be avoided, and it's also good to avoid having the Telegram app)

If we were talking about KDE though.... that demands like 2× as much memory as GNOME. You'd really be putting pressure on it that route.
On the lighter side, there's LXQt made specifically for low-end systems.

With LXQt, you could probably manage Firefox and LibreOffice running simultaneously on a 2GB system with little to no swapping.

Swap usage is acceptable, so much so that I even like to increase Linux's swapiness to have more free memory.
The problem is when you run very heavy programs that are doing short-term page swap, in this case, the situation is critical to the point that the system presents the symptoms of thrashing (inconvenient slowness).

swapspace installed to dynamically create swap files as needed. None created yet with just these two programs.

It's not just because of that, actually the lack of second services isn't really a big problem for ReactOS usability.
The problem is that there is still a lot that needs to be fixed in terms of compatibility with software, drivers and hardware.
It still lacks support for systems with more than 1 CPU core, for SATA connection, among other problems that everyone is tired of knowing.
Where else there is work to be done is in the kernel.
