Wine's a lot more complete and has the hardware support from the base OS (whether that's Linux, or *BSD, or illumos.... )

Hypothetically they will, assuming ReactOS has a perfect kernel implementation. And the drivers are made for the right kernel ABI that ReactOS implements (presently 5.2)

SQL Server and Exchange both take a bit of an interesting approach though, mainly because SQL Server and Exchange mostly didn't get ported.
