I copied it out of the Windows NT 4 disc

basically cd Desktop in command prompt, have the NT4 disc attached to the VM, copy D:\i386\winfile.ex_ . and expand winfile.ex_ winfile.exe

I think winfile first appeared with Windows 3.0. Probably got ported to NT, or rewritten.
Given that some of its interface actually shares common features of MS-DOS Executive, it might actually have its origins in Windows 1.0 after all.
