Because this program does not work on ReactOS, but it works partially in vgal ROS LiveUSB.
Just copy it in the USB stick...
I don`t have a null modem serial cable and 'Logfile' boot option does not work on my test PC (from 2003). Only 'Debug' option boots.
Looking for in Jira I found that it is described in the following report:

On vpc 2007, ros can't install vpc additions (which includes network card driver)

one interesting thing i found: vpc additions look like they are not installed. but, if i run again the setup, it asks for uninstallation, like it was correctly installed. and it does so twice! at the third run, i'll be able to retry (and failing) installing of vpc additions. if i run the single installer files, it says something like "stopped due to low memory"

You can install another one network driver (search in Google by device id)
