the clock is 7 hours off since ReactOS is trying to assume it's local time but the hardware RTC is actually in UTC. lol

Windows itself has gone through various stages of working and not working with it

I recall there was a nasty bug in Windows 7, where it would use RealTimeIsUniversal when you boot it.... but it would forget about it after resuming from sleep.
