C, you can try C++ but C its better IMO for begginer, java is good too but C have things like pointers that can be usefull to learn and dynamic memory control, thing that java does with the garbage collector without you have to control that.

download mingw. it's easy to setup. use codeblocks IDE. it's easy. or better if you can get a copy of the microsoft c++ compiler. comes with the visual studio. This is the best c++ compiler out there.
