If you mean their IDE which I think is called MPLab X then maybe but it’s not everything, I use CCS C to program microchip and it doesn’t even use Java it uses an IDE written in C++.

I worked at Intel and no one that I knew would use Eclipse for any kind of C++ development including Embedded one I know some developers from Samsung that work on software for their system on chips and they surely don't use Eclipse Maybe they do use it but it's not a common choice

You can use any IDE but it doesn’t mean it’s the valid IDE... please explain what you mean by valid.
