Here is how I understand the challenge (maybe I give you a few ideas):
There are n - 2 possible polygons, each i-th of them can fit as many polygons on top of its vertices as the number of divisors of i (such that each divisor is >= 3). You need to find the combination of these polygons, such that the sum of their divisors (with duplicates removed) is k, and such that the total number of all vertices is minimal (each separate group of polygons can share one but only one vertex).
