No, it's a regular function. It return type's called function and has template argument of type void(vote_row&)

I think because cin is the predefined object of istream class some manipulations and adjustments has been done after declearing it.

when compiler look at if-else statement, it at first chek if conditions THEN go to else. Really, I do not know how to do it without parallel programming. Maybe someone else will help u
