number of rows is 2.so the valid indexes are 0 and 1 only.we can't use 2 as an index for accessing elements

It's a size...means 2 rows. For 2 elements..that are either 0 or 1

if leap is zero, daytab in function gets access to the first row, and accordingly, if leap is 1, it gets access to the second row, correct?

I don't understand the highlighted part, especially the line showed by arrow. please explain it to me.
Here arrow (pointed) line is expansion which return true and false.... And in c/c++ 0 means false and 1 is true.. If expression return true then leap = 1 And if expression return false then leap = 0

I think in function month_day, condition of if is wrong. because for example if our yearday is 369, then if-condition cannot detect it, and after that, in else, i=13 would be assigned to month

okay, I see what you mean - Good catch! What's the name of the book again? Just change the condition to if (i > 12)
