Sublime is a text editor. There was a pretty neat plugin that actually did semantic based auto completion, the plugin however is no longer maintained. ST3 does not have any plugin that works cross platform. Why do you want to use ST? Use an IDE like Eclipse, Visual Studio or Visual Studio Code with plugins for a better experience

If you have to ask, probably Python

C requires more advanced knowledge of underlying concepts of a system. It is easy to fuck up if you don't know exactly what you're doing, however at the end you get a product that is generally faster and able to hook into lower levels of the system. Python is slower and usually less powerful, however it has really nice syntax, lots and lots of modules and a very helpful community. It is much easier to program in and it's my preffered language since it is quick to develop and has a nice way of abstracting a lot of low level things.

Arduino is one of the biggest robotic platforms.

It's simple to program, has lots of expansion boards and has all the processing power necessary for most robotics projects.

The OpenBionics Hero Prosthetic arm originally used an Arduino for all processing. I believe they swtiched to Intel Edison boards. Not sure if it was for more processing power or simply because they got sponsored by Intel. Likely the latter.
