use an existing library to download the web, like curl

then you will need to scrape/parse the web

scrape is the dirty way

parse+rendering will need to implement some kind of dom and a text render for it

then, for js you will need to embed v8 or spidermonkey or similar

it will be more easy to take chromium and modify the render maybe

it depends on how complex you want to make it
