I'm talking about the complicated ones which automatically send the data to the tax office ;) There's a whole Adobe Air application for that, what was nice was that Linux was officially suported

Why things like that happens ?
I have no idea. I'm not currently using Gnome3, I'm using KDE.
What I do know is that Fedora 24 was a fresh install and after upgrading the option disappeared. Then when I did a fresh install of Fedora 25 the option was there but when I upgrade the option again has gone. But I don't know the actual reasons for this behaviour.

somehow it got disabled in dconf after the upgrade

I'm completely lost, I never used Anaconda and I don't understand it much. Any suggestions to sort this out?
