I would finish the upgrade and exclude the one package, then clean the DNF cache and upgrade again.
Unless it's a third-party repository that doesn't sign packages… like Slack.

What?? The -x flag should exclude packages. I use it almost every time I have to upgrade. It shouldn't have made you redownload anything, it just skips over anything you tell it too.
That's disappointing though. ?
