There is no need to enable it, I just upgraded my GNOME Shell without issues. The pending packages will be upgraded when the new build arrives to stable.

BTW, I upgraded without the testing-update repo enabled.
I have to check if having mixed some of the mesa-* package damages the system, I just upgraded and turned off my laptop.

As I said before, I did the partial upgraded without enabling testing-repo.
Read dnf man page.
There is a dnf history
dnf info history let's you see the last changes made by dnf
Every change has an ID, number.
Figure out the last change you made, the one that upgraded mesa and roll it back.
Use a text based session if Xorg is not showing up.

But as I said before, if they were more careful about pushing broken stuff with broken dependencies more people would be brave enough to run Fedora Rawhide as its daily OS.
Do you know that there are Fedora Packagers that don't use Rawhide at all?
And the worst thing is that they push this kind of messy stuff to stable branches (fc24 and fc25), so they prefer to break stable releases instead of breaking Rawhide, What a joke what an irony.

Hey, give an eye to this comment, the last one suggest to remove some glvnd packages, but as the folk pointed, you should do that in a non graphical session, even if you have access to a graphical session you should avoid removing the packages because chances are that by removing them will make xorg crash, in a non-graphical session shouldn't cause any problem:

To start in a non-graphical session follow the step listed on this how to, this is temporal, them remove the bugged packages, and upgrade again, now the upgrades are on stable it should fix the unsatisfied dependencies:

Okay, I have a possible issue in Fedora 25. After upgrade three monitor setup stopped working, I'm using X; my graphics are Intel HD Graphics 4000 integrated into laptop. Anyone have any ideas?

Do you have nvidia-primus installed?
With that you can control which application uses intel or Nvidia
Using the default drivers you can export the variable DRI_PRIME=1 before the command
But we recommend you to use a window manager like xfce, cause gnome and cinnamon have problems
