If you have not installed any proprietary drivers, upgrading is safe

DNF is my personal preferrence.. Maybe because I've gotten used to it.. I think both will work..

Yes, I don't like much Gnome Software, but maybe I'm biased. I rarely use it although I like the general idea and its interface.

Try: sudo dnf system-upgrade --download …first. It will likely take a while.

So make sure you have bandwidth and plan according with time.
