when you write a fedora ISO to a flash drive, all needed boot partitions are created automatically, both legacy and efi. I had a flash drive with MBR, wrote ISO with Fedora Media Writer and have successfully booted on HP nettop with EFI and disabled legacy support

that's tricky. but don't you have to use 2 HDD then? one HDD can't be MBR for legacy and gpt for efi at the same time

You could make a vm (gnome voxes doesnt cut it, you need the real thing virt-manager) and after a bit of fiddling pass trough the gpu to your vm
