Since 2nd or 3rd grade
That was the idea when they started giving netbooks and laptops to students. They started with primary school, and after a time added the rest of education except university.

How can a 20 year old studying CE not know about file extensions and even how to boot a PC properly
Well, I had a 30 year old classmate who didn't know that the universal language of science is maths. He copy&pasted the introduction of Tanenbaum's book into his work about operating systems, and when the professor asked him what computers are based on he was "Eh..."
"What's the universal language of science, please?"
"English?"
Me, from the background: "Maths"
Prof: "Thanks"
And that was his best work.
