actually I don't understand the last part of your message, but... there are already tools for that. You need to search it somewhere else. If you want to make scripts and deploy you can use pythonanywhere

anyway I don't think you would be able to achieve what you want with Django unless you use somehow redirect the traffic of the website to your app. But that doesn't really have to do much with Django. I don't think Django can interact in the way you want just by redirecting URLs to victim's website or in other ways.
