As first approximation, you could think the const attribute of a class method as "call this method will not modify instance internal state, so it's OK for the compiler to reorder instructions involving call to this methods",

A mutable member is a member you can modify in that const methods, because ypu promise that the instance "external" or "visible" status will not change modifying it
