The problem is that there is no underlying system services for managing Wi-Fi connectivity, or for providing a supplicant for secure networks.

You would need something akin to wpa_supplicant

Okay, ReactOS doesn't need NDISwrapper, it's native network driver API is NDIS.

It would quite pointless to use it and just a waste of memory and CPU

I don't know how well it works for other interface types (USB CDC-Ethernet, VPNs), but I assume probably quite well, since those are just implemented on Windows as yet another Ethernet controller

I think the current ISO is easy enough and covers the vast majority of users; trying to support further configuations won't gain you significantly more users.
