Windows does not include a built-in tool for preparing installation media, because it's simply not needed. Microsoft instead provides an external tool with ISO files. ReactOS should do the same, there's no reason to include such a thing into the OS itself.

I think the current ISO is easy enough and covers the vast majority of users; trying to support further configuations won't gain you significantly more users.
