Whatever the drivers provide. OS version does not provide any hard limit on available OpenGL version.

It is possible that this geriatric implementation also used on XP if you don't have DX-acceleration. Because MS also wrote D3D-backed OpenGL 1.1 implementation on 2k (or XP, I don't remember)

Windows 2000 drivers are ReactOS drivers. Windows XP drivers are ReactOS drivers. Windows Server 2003 drivers are ReactOS drivers.

Not sure, I've not tried installing ReactOS on bare metal in some time, and what metal I do have available lacks XP-era drivers.

I remember using an S3 ViRGE PCI card with ReactOS about 10 years ago, and the proprietary S3 drivers "worked" (at least, 2D stuff became smoother.)
