It runs them as well as Windows 2000 does. Windows 9x applications generally work. Windows 9x drivers ONLY work if they're fully Windows Driver Model compliant (universal 9x/NT drivers.) Windows 9x drivers that use VxDs (files with extensions .386 or .vxd) will NOT work, Windows NT drivers generally work without issue.

Does Windows 2000? No. There is Interix/Subsystem for Unix, but I don't know if it'll work under ReactOS as it stands. However, this doesn't run Linux applications (in the strictest sense of ELF binaries linked against glibc using the Linux ABI)

For any and all questions as to what ReactOS can do, please replace the word "ReactOS" with "Windows 2000", and there's how you generally get your answer.

Windows 7 Ultimate Edition includes "Subsystem for Unix-based Applications". It's the same Interix subsystem I mentioned above, just a newer version. It has been removed from Windows in later releases.
