What does ' ^^ ' mean?

I think emote is a more accepted term, consisting of other characters (usually ascii :P)

emoji are the actual character representations usually in plane 1

(though Unicode's definition of emoji is broad enough that even some ASCII characters qualify as emoji, lol)

just need a font that represents them :P

there's some fully open source fonts for them. Probably the best are Noto

which is the same font that's in stock Android

It's kind of a silly classification. It was easy enough to just call the original Japanese mobile imported characters emoji, but the concept was expanded, with non-Japanese characters, and with the similarity in function to BMP characters, expand it out... I don't have a clue how they justified the digits 0..9 to count :P

Sometimes really common ones like Spanish and German get well-covered at least. They do normally require volunteers that are fluent in both languages just to benefit those that don't speak English at all... (unless you're Mozilla or LibreOffice and can just pay translators :P)
