Windows 9x drivers using the VDD driver model (.386/.vxd files) won't work because they're designed for an entirely different OS than Windows NT. Those designed for the WDM driver model (.sys) likely will work because that driver model was designed to also work on Windows NT.

The question of "Does/will ReactOS support it?" should always be asked twice: A second time, worded as "Does Windows 2000 or XP support it?"

(At least, in terms of kernel drivers.)
