As a typographical convention, it used to be somewhat common when writing with ASCII to use and ' as an alternative to ‘ and ’ LaTeX uses and ' as a way to represent the separate opening and closing quotation marks, as well as like this: ``hello'' for “hello” Some of these other languages probably used this convention as a mixture of the more typographical reasons, as well as to make it easier to parse when there's a different character for opening and closing strings
